Whereas, In September 2002, an anti-bullying law was passed in New Jersey; and
Whereas, Bullying is believed to be the most common form of violent behavior; and
Whereas, Violent behavior appears to start with a power imbalance between the perpetrator and victim; and
Whereas, Victims of bullying, in self-defense, have been known to become perpetrators; and
Whereas, A safe and civil environment in the school is necessary for students to learn and achieve high academic standards; and
Whereas, Harassment, intimidation, or bullying, like other disruptive or violent behaviors, is conduct that disrupts both the student’s ability to learn and a school’s ability to educate its students in a safe environment; therefore, be it
Resolved, That the New Jersey PTA, its County Councils, and Local PTAs inform their membership, educators, and the community that bullying is unacceptable behavior; and be it further
Resolved, That the New Jersey PTA recommend school districts continue to provide all personnel with in service programs that provide the tools to deal with bullying; and be it further
Resolved, That the New Jersey PTA participates in collaborative projects, task forces and organizations that reduce incidents of bullying.
Rationale: “Children learn what they live”. New Jersey PTA, as part of the National PTA is the largest organization devoted to the health and welfare of children. New Jersey PTA can provide direction and information on the effects of bullying and how to achieve acceptable behavior in all students.
